Vakthros – Story Summary
Below you can read the original lore summary from the quest log.
In the Azure Archives, you saw Kalecgos trying to summon the scattered blue dragonflight. Suddenly, Khadgar appeared with dire news: Raszageth himself had come to tear down an ancient tower called Vakthros, which Sindragosa said would destroy not only the tower but the entire Azure Mountains with it.
Once in Vakthros, you met up with Khadgar and Kalecgos and made every effort to repel the primalist forces and reach the tower to confront Raszageth.
Working with Kalecgos and Khadgar, you thwart Raszageth’s plans. In her anger, she turned on Kalecgos, but a couple of blue dragons appeared just in time to protect him. Furious, Raszageth flew away, allowing Kalecgos and the others to return to the Azure Archives.

Structure of the campaign in Dragonflight
Currently, you cannot reach level 70 in the Dragonflight Beta simply by completing the campaign. So you also have to play dungeons and/or complete side quests.
The first gating takes place with the chapters of the Azure Mountains instead of where her Level 66 must be to continue the Dragonflight campaign. However, you’re safe if you complete at least 3 dungeons at level 60 and above, and you don’t have to do side quests.
The second gating is more conspicuous and you must level 70 reach to start the last two chapter series of the Dragonflight campaign. By completing the Dragonflight campaign, world quests are unlocked and the actual endgame of the ninth expansion begins. — (source).
