No compulsion to trophies
As Sony states on the PlayStation Blog, there is no obligation to implement trophies in classic PlayStation games.
“This feature is optional for developers,” it says.

Sony is officially clearing things up after several lists of trophies for classic games have appeared in the past few days.
Siphon Filter got some, as did Ape Escape, IQ: Intelligent Qube, Hot Shots Golf, and Wild Arms. This includes new platinum trophies.
Ultimately, it is in the hands of the developers whether they still give their games trophies. An important factor could be whether classic titles with trophies prove significantly more popular than games without trophies. Which in turn could prompt more developers to add trophies to their games.
