You can find the Sons of Hodir in Storm Peaks from WoW: Wrath of the Lich King Classic.

The Sons of Hodir faction from WoW: Wrath of the Lich King Classic is special because you don’t have immediate access to the icy giants. You must first complete a long quest line so that the frosty sons are well disposed towards you.
