The problem is that almost all providers promise super-fast Internet connections – but only in theory. What is ultimately received by the user is often far removed from the original promise. But there are annual measurements that reveal the gap between promises and reality. 4Players uncovered them in cooperation with IMTEST and the company zafaco. The annual report on the available internet speed in Germany is the most official and serious document on the state of the digital nation. It has been written annually by the Federal Network Agency (BNetzA) since 2015 and is based on measurements made by the users themselves. Around 1.9 million measurements of the transmission speed in Germany’s cable, DSL and fiber optic networks were carried out and then around 500,000 validated by the analysis company Zafaco a clear picture: “Everything is possible.”

In other words: There are certainly fast networks in Germany, but there is no guarantee that the speed will also reach the user. An indication of this has always been the small but crucial addition “up to” with which Internet providers advertise the maximum speeds of the offers. So if you book a DSL 50 tariff, for example, you can hope for speeds of “up to” 50 megabits per second (in the download), but you shouldn’t necessarily bet on it.

The consumer magazine IMTEST, together with the implementing company zafaco, which developed the measuring method and evaluated the results, looked at the details of the measurements. They do not allow any statement to be made as to which provider offers the absolutely fastest connection or how good the general supply situation with broadband connections is in Germany. However, the results provide information about which providers are best at keeping their promises and how big the gap between desire and reality actually is. A similar analysis can be found at IMTEST also to mobile phone providers in Germany.

The entire test procedure was developed by the Ismaningen company zafaco GmbH on behalf of the BNetzA and meets all the requirements of the European Regulatory Body for Electronic Communications (BEREC). The measurement methodology and the validation process are so sophisticated that disruptive factors are largely excluded. These include multiple measurements, incorrect tariff information or measurements via a (braking) WLAN.

The customers provide the database for this broadband test themselves, so the procedure is a so-called “crowdsourcing test”. The broadband measurements for the current report were carried out in the period from October 1st, 2020 to September 30th, 2021 via the broadband measurement platform.
