Both the nine rings of men and the seven rings of dwarves were found in the history of Middle-earth forged by the Elven smiths in Eregion (aka Gwaith-i-Mírdain) under Sauron’s tutelage. Given to the rulers of humans and dwarves, they bestow great power upon their bearers.
