On the Tour website it says “Complete your Hoenn Pokédex!”. So the clear goal is to fill the Pokédex with all the Pokémon in this region.

This is where it gets unclear: Niantic writes here in the German announcement (via pokemongolive.com): “Head to Las Vegas to catch all the Pokémon you know from Pokémon Ruby Edition and Pokémon Sapphire Edition—or join the global event next weekend!”

In the original announcement in English, however, a clear distinction is made and a boundary is drawn. Niantic writes “have a chance to catch most Pokemon from the Hoenn Region of Pokémon Ruby and Pokémon Sapphire”. So this is just about “most of the Pokemon” from the Hoenn region and not about “all the Pokemon” from the Hoenn region.

It could be a translation error in the German announcement. However, they also write “Complete your Hoenn Pokédex” in English. It’s also about completion.

Here’s how coaches react: On Twitter, coaches are confused about the announcement. Joe Merrick, the operator of the Serebii.net website, writes “You’re not going to give us Kecleon, are you?”

In the comments, trainers point out that the previous Johto tour explicitly spoke of “All Pokémon originally discovered in the Johto region” in the English announcement.
