Return was previously determined: Again Mass Effect-Author Drew Karpyshyn explained in a question and answer session on Reddit that it was definitely planned to return characters like Tali and Garrus from Mass Effect 1 to Mass Effect 2. However, he was quite surprised that the two were also so popular with fans that they wanted to have a relationship with them.
