You have until the end of December to graduate. Remember that the stardust requirements count “Overall”. In step 7 you should have earned a total of 20,000 stardust. From the steps before you have already collected 15,000 stardust, which is why you only need to earn 5,000 dust for step 7.

Easily earn stardust in Pokémon GO – tips
